Since a budget resolution does not have the force of law, the reconciliation process was included in the Congressional Budget and Impoundment Control Act of 1974 to provide a means to get mandatory spending (“entitlement” programs) or revenue levels (tax laws) in line with the levels called for in the budget resolution.
Reconciliation offers procedures for expediting legislation, particularly in the Senate, where a bill considered under reconciliation rules has limited debate (no “filibuster”), and can pass by a simple majority.
Reconciliation also provides for a single up- or down-vote on the entire “reconciliation package” of legislation, which could include changes to various entitlement programs and tax laws in a single bill.
A reconciliation is subject to the same process as the budget resolution: it must pass each chamber’s Budget Committee, and then the full chamber. After each chamber has passed its respective bill, it goes to a conference committee where the differences are hammered out.
Once that committee approves by majority vote the new version of the reconciliation bill, each chamber will vote on it once again. Unlike the budget resolution, the President must either sign or veto the bill.

I have only looked at this website for a short time so I will reserve judgment until I follow it longer. I hope this isn’t partisan because I support our president totally. I am 53 years old and until the year 2002 was a committed republican. I was sad to see the level of deficit spending by the Bush administration and very disappointed that a republican led congress followed along quietly. Economists have said for the last 30 years that “spending like this is mortgaging our children and grandchildren’s future!” In that time republicans held the white house for 20 years and made no effort to cut spending. If you have only started your campaign against “bankrupting America” you are being less than honest about the past. In my lifetime there hasn’t been a politician that was willing to take the unpopular steps to truly cut spending and reduce deficit spending.
I look forward to following your ideas.
Good luck to you,
Rob Jordan
