Has any one considered repeal of the Davis-Bacon requirements which deters competition, requires open shop contractors to pay union wages( in juridictions that have no unions), has wage scales that in some cases pay unskilled workers twice the rate of skilled workers and increases public works projects by 15% to 20%.
