Is Washington Bankrupting America?

April 20, 2010

According to a recent GWU Battleground poll, nine in 10 likely voters are at least “somewhat” concerned about the current level of government spending.  74 are “extremely” or “very” concerned.  And 58 percent think the level of spending is unsustainable.

Is the public right? Is Washington bankrupting America? Some facts from the video:

Spending per household has risen over 40 percent in the last 10 years – and is set to do so again in the next 10 – pushing debt (and interest on the debt) to unprecedented levels.  But that’s just a result of past spending.

Add in our government’s $106 trillion in future spending commitments – that cannot be paid for – and it becomes clear that our government’s spending is setting the country down a path toward bankruptcy.

We can solve it, but politicians will have to make tough choices.

Increasing taxes can’t do the trick ($106 trillion is equivalent to taking all of the taxable income from every American nine times over), nor is it fair to saddle taxpayers with a problem created by government irresponsibility.

We need real spending reform.  Merely returning to the spending per household levels of the 1990s would balance the budget in three years.

Yet, policies under Bush and Obama have made the problem worse, not better: budget cuts that pale in comparison to spending increases, more lobbyists, more earmarks, expanded spending on autopilot programs like Social Security and Medicare, and savings gimmicks that don’t amount to meaningful change.

Reform can only be achieved if the public is informed and engaged. You can start by doing the following:

Below are sources for data featured in the video:

Our spending is unsustainable. Over the last 10 years, federal government spending per household increased by over 40 percent….and will do so again in the next 10 years.

Source: calculations based on data from the Office of Management and Budget for spending totals (Historical Table 1.1 for spending in 2000 and 2010; Summary Table S-1 for 2020) from the FY2011 Budget of the United States and the Census Bureau Table HH-1 for number of households (note: 2020 household figure determined based on an extrapolation of 2000-2010 household growth).

Over the last 10 years, federal government debt per household increased by almost 70 percent….and will do so again in the next 10 years.

Source: calculations based on data from the Office of Management and Budget (Historical Table 7.1 for debt in 2000 and 2010 and sum of “Debt Held by Government accounts” and “Debt held by the public” from Summary Table S-14 for 2020) and the Census Bureau Table HH-1 for number of households (note: 2020 household figure determined based on an extrapolation of household growth).

Meanwhile, median American household income decreased by about 1 percent in the last 10 years.

In 10 years, interest payments on the debt will more than quadrupled.

Source: calculation based on data from the Office of Management and Budget (Summary Table S-4).

In 10 years, interest payments on the debt plus autopilot programs (like Social Security and Medicare) will consume 90 cents of every federal dollar.

Source: calculation based on Office of Management and Budget Summary Tables S-1 and S-4.

Our spending is only a fraction of the commitments made. The total value of our future spending commitments – that cannot be paid for – is $106 trillion.

Source: $106.4 trillion represents the net present value of the federal government’s unfunded liabilities as calculated in Forbes by former Treasury Department economist Bruce Bartlett based on actuarial tables from the Social Security Administration and data from the Medicare Trustees Report.

106 trillion dollars = selling every home in the U.S….5 times over.

Source: Based on the Federal Flow of Funds Report from the Federal Reserve, Table B.100, line 3.

106 trillion dollars = taking all of the income of every American.…9 times over.

Source: Based on Personal Income of $12 trillion for 2009 (most recent year available) from National Income and Product Account Table 2.1 of the U.S. Government’s Bureau of Economic Analysis.

106 trillion dollars = selling every household item of value in the U.S….twice.

Source: Source: Based on the Federal Flow of Funds Report from the Federal Reserve, Table B.100, line 42.

Our spending is solvable. By merely reducing government spending per household to 1990s levels.…we could balance the budget in three years. Our spending is solvable unless Washington won’t solve it. Our spending is bankrupting America.

Source: Based on revenue projections from the Office of Management and Budget in Summary Table S-1 from the FY2011 Budget of the United States; the 1990s average is adjusted for inflation and taken from Historical Table 1.1 from the OMB); household projections are based on an extrapolation of Census Bureau Table HH-1.

It’s absolutely true that spending is on an unsustainable path, but the proposed solution is oversimplistic. Health care costs have soared since the 1990s and the population is aging, meaning that there are fewer people paying into the system relative to the number drawing retirement benefits. Both trends will continue. We’re also fighting two wars and caring for many severely disabled veterans of those wars. Cutting spending to 1990s levels would require very large cuts in real benefits for retirees (or smaller cuts in benefits and sharp cuts in military and other spending), and the required cuts will grow over time as the baby boomers continue to retire.

It’s fine to argue that the problem should be solved by spending cuts alone, but you should be specific about what those cuts would mean. It’s not simply a matter of reining in bloated, wasteful, inefficient government. Programs that voters seem to value (and that retirees count upon) would have to be cut deeply.

Several things can be done to improve the current trajectory. First, pass the FairTax bill which has been pending for some time. Second, recind the Executive order signed by JFK in the early 1960′s which allowed government workers to be unionized. Three, set up a two tiered employment system for government employees which freezes the benefits of those currently employed and existing retirees and puts new hires on defined contribution plans for retirement and HSA’s for health care.

Is this not chapter and verse of the “Cloward – Piven Strategy”?

It is too difficult to accept that our current situation is a result of ignorance, stupidity or incompetence.

It seems to well contrived, too deliberate, to calculating.

I keep hearing: “They can’t be that stupid?”, No, they can’t. It’s intentional.

A start…if it could only be done.
    1. Candidates for high public office should be given x amount of public tv time and no cash to campaign, but can attend gatherings without receiving compensation.
    2. It shall be illegal for influential public figures or wealthy individuals to campaign for candidates in a funded public forum.
    3. Elected officials shall have the same retirement and healthcare options as regular citizens and pay for them from their reasonable income.
    4. It shall be an ethic issue if a public servent accepts enticements from lobbiests.
    5. Eliminate earmarks by requiring all budget items to be listed and voted separately. No bundling.

We are in this mess because We The People have not demanded that our elected representatives and presidents obey the Constitution as a document of original intent. We’ve allowed them to interpret that historical document as a “living document” from which they can derive any meaning that they choose to ascribe to and from it. This Progressive viewpoint has permeated every aspect of our society, it muddies the waters and hides the truth, keeping the average working man and woman in the dark about even the most basic of our historical truths- truths such as enumerated powers within the Constitution that were designed to put limits on federal authority and its reach into our daily lives. Of course the politicians hate that idea and we see and are forced to pay for the end result. Real change begins by returning to the Constitution, afterwhich a good next step would be to eliminate the Federal Reserve and make fractional reserve banking illegal. Then abolish the 16th Amendment, this is the primary mechanism for governmental redistribution of the working persons wealth and it is also the second planc of communism as outlined in Karl Marx’s Communist Manifesto. It must be done or America will truly become a failed experiment in individual liberty as our Republic slowly dies.

Just where were you guys when Bush, having had a budget surplus when he took office, promptly squandered it away with, first, unfunded tax cuts for the rich. Then, because our national defense system fell asleep during his watch, while he went on vacation to Crawford for the entire month of August, We America were left wide open for attack. He then promptly plunged USA into, not one, but two wars, which, when it’s all said and done, will be the most devastating waste of tax payers moneys to date, in history. Maybe we can get another repub prez in office in 2012 so we can attack Iran next. Bolster our patriotic muscles again. See ya all on the way down :)

Pull out your economics textbook and use your brain. Are the people who made this website educated in economics? Obviously not!!

Read the Blinder/Zandi research or other credible economist. This country is in a hole, and the only way out is deficit spending. Yes, it is horrifying to watch the deficit explode, but there is no choice.

C’mon people, don’t go for the easy read and simple advertisements. THINK!!!!!

    1) stop spending on foreign aid including and especially ISRAEL. all our middle east wars may be attributed to ISRAEL (website is ISRAEL blackmailing america?).

    2) outlaw campaign finance from lobby groups including and especially (A.I.P.A.C.) AMERICAN ISRAELI POLITICAL ACTION COMMITTEE.–this will reduce the POWER OF WALL STREET and make washington more responsible to us the taxpayer who pay all the bills.

    3) make washington D.C. (including and especially the president and house and senate) subject to the same insurance and pension or lack thereof benefits as the rest of us–ie make the playing field more level.

    1. The spending limit constitutional amendment is the appropriate idea as the solution to this fiscal mess and is merited for solving the problem of excessive federal spending. Under this constitutional amendment, the overall federal budget may not exceed one-fifth of the national economy for any fiscal year, which is the historical average since the second World War. This spending limit could be overridden by a declaration of war or a two-thirds majority vote of the total membership of each House of Congress by a roll-call vote. The president would be required to submit a federal budget proposal that has a spending total that complies with the overall spending limit. For example, if the national economy during a fiscal year is $15.75 trillion, then the federal budget may not exceed $3.15 trillion for that fiscal year, unless it was overridden. The national economy is projected to have a value of $14.6 trillion this year, which means the if the spending limit constitutional amendment were the law of the land, the federal budget may not exceed $2.92 trillion, unless it is overridden. The federal budget deficit would be $353 billion, instead of being $1.267 trillion.

    2. The purpose of instituting a maximum spending limit is to require the federal government to function within reasonable means to exercise fiscal discipline while fulfilling fiscal obligations and ensuring that spending does not grow faster than the family’s ability to pay for it. Therefore, spending could not exceed the rate of inflation in national economic output for each fiscal year. It is important to note that this plan does not require a balanced budget for each fiscal year. If revenue is equal or greater than the maximum spending limit, then federal budget would be balanced for that fiscal year.

    3. Congressman Jeb Hensarling of Texas authored the spending limit constitutional amendment as a legislative proposal for fiscal reform with 53 co-sponsors. The spending limit constitutional amendment would add to the United States Constitution the following text:

“SECTION 1. Total annual outlays shall not exceed one-fifth of economic output of the United States of America, unless two-thirds of each House of Congress shall provide for a specific increase of outlays above this amount. Total outlays shall include all outlays of the United States Government, except for those for repayment of debt principal.

“SECTION 2. The Congress may waive the provisions of this article while a declaration of war is in effect.

“SECTION 3. The Congress shall have the power to enforce this article by appropriate legislation.

“SECTION 4. This article shall take effecting beginning the fifth fiscal year after its ratification.
